No, you don't have to pay all fee of 4 years B.Tech as you you will have to pay fees semester wise in most of the colleges and in some of the colleges they take fees yearly. I have taken two cases as I don't know in which manner your college is taking fees.
And, for the documents nowadays most of the colleges take soft copy of documents from students. In case, if your college have your original documents you can request your HOD or principal or administrative officer whoever can give you your documents they will surely give you if your reason to leave college is genuine .

Yes, you can leave the BHMS college but you will have to go through the college leaving procedures laid by the specified university/ institution. Also, different institutions follow different norms if a student leaves a college after the admission, in some colleges they make the parents and the ward sign an agreement bond which states a clause that the student will have to pay the custodial fee before leaving the college after securing the admission. However, this is not the case in all the colleges. So , it is best if you ask the concerned authorities of the college for a better insight.

If you are provisionally accepted your admission then you can change it. But after the document verification if you change the college then you may have to pay some deduction fees in order to get the admission cancelled. This procedure varies from college to college, but the amount will not be that much big. So you have nothing to worry about and if you get you can leave the course and go for the MBBS.

There won't be a problem for you in changing your college after an year but you will have to pay the entire course fees to the present college as they are losing a potential candidate for the rest of the course. You should also first confirm to the new college if they accept a student for 2nd year.

I would suggest you to not drop your another year. All you can do is give another try to entrance examination but along with your degree as well. If you scored really well, then you can pursue with the obtained rank in the top institute and in case you don't score well, you can then continue with the degree only.

Before admission in dental as well as medical colleges, students are made to sign a bond in which if the student leaves the course in between, he/ she has to pay full course fee (as mentioned in the contract) to the college authorities.
