Hello,

You can apply for IGNOU to pursue PhD in Library and Information Science, it's one of the largest open university in India, and the courses offered are valid and recognized, the eligibility  criteria to pursue the same in IGNOU is passed master's degree in the relevant discipline from a recognized university securing 55% aggregate, the admission is done through entrance test conducted by the university, in case you have qualified NET you are exempted from appearing in the university level entrance test.

i have six subject in cbse class 12 called library and information science what if i fail in that 6th subject??

It's better not to think like that. Why to fail? Do a little hard work behind the subject and you are good  to go. Although, if you fail even in one subject, you need to give the repeat of it later. If you have to apply for any entrance exam you need to satisfy the minimum eligibility criteria. The criteria in general is usually passing class 12th with minimum 50% marks. So, you need to pass in each subject. For exams such as NEET, Jee Mains etc., The individual percentage or combined Percentage of the subjects are asked. You may be eligible there, but why to take chance. Study well and pass in each subject.

After having an M.LIS ( Master of Library and Information Science) degree, would I be able to apply for the government jobs in which the eligibility criteria is a master degree? Because M.LIS is a one-year master degree course unlike convensional two year master course.

so you may see that there is lots of option available rather than government jobs. and most of the cases if any recruitment is going for masters courses there is also mention about stream criteria. once you get some experience I hope you will surely make progress in your career path.
