There is no logic. Board is trying to adapt with the situation which has made us know how to maintain sanitation and decrease human interaction.
it is not possible to change end to end in a moment. it takes lots of time to make so that the process will be same as it is used to. They have to keep them as confidential and process it. There are many cyber breach and those also needs to be controlled.
when a application or webpage is made to handle inputs from millions of students then server needs to handle else it will crash and student can't appear the exam. it will loss of student.
All of it is lengthy process and it takes time to adapt in a simple yet in a protective way.

Semiconductor is one of the topics under the Chapter Electronic Devices and it is still there in NEET Physics syllabus. Logic Gates also comes under the same Chapter Electronic Devices. So just to answer your question both of them are still in NEET Physics syllabus 2020. Electronic Devices carry 9% of the weightage in NEET exam paper. the logic and execution both is important, its true that there is different logic available to make a program, you may have seen that some one write a program in 10 lines and the same program run by other is 5 lines, you need to check in both of the cases you are getting same result or not, if the result is same and executed successfully then your logic is perfect.
