See there are two main questions, first is can you apply? the answer to that will be yes you can it is allowed.
Now the second one is will it be of any use? The answer to that will be NO, at 58 percentile you don't stand any chance of getting CSE in NSUT/DTU/IGDTUW/III-D, as all of those colleges are really the premium colleges of India, and at 58 percentile getting CSE in these colleges is not difficult but impossible, it might sound harsh but that is the truth, at that percentile you don't stand a chance to get into these institutions.

It's depends on you weather you wanted to persue law this year or wanted to drop this year. According to me integrated law course is a 5 years course which is a long term course so there is no good in wasting a year until you wanted to prepare for some exam.
