I believe you are asking about the state of eligibility proof with respect to JoSAA counselling.
State of eligibility proof determines your Home State during admission to NITs.
NITs consider the state of eligibility to be the state from where you appeared for your 12th examination and passed it before seeking admission. Each NIT has half of its total seats reserved for the students from the state where it is located (Home State quota) and the other half for the students of other states (Other State quota).
Domicile cannot be used as state of eligibility proof in JoSAA.
Now, coming to the second part of your question, it is not a problem as the marksheet is issued by Maharashtra Board, which automatically suggests that you appeared for and passed your HSC from Maharashtra.

To be eligible for Inspire Scholarship the candidate should be in the top 1% meritorious students of 12th class of any state or central education board or the student who have secured JEE or NEET rank within 10000 ranks can apply for the Inspire scholarship 2021. If you fulfil one of the above criteria you will be eligible for Inspire Scholarship. Top 1% meritorious students of 12th class of any state are eligible so students form Maharashtra are also eligible but with 89.83% it is difficult to be in the 1% meritorious students of 12th.
The officials have not yet declared any dates for the release of the Improvements 2021 results. Keep an eye on the official website for the latest information. It is expected that the results will be declared soon. Maharashtra Board has cancelled the HSC 2021 exams due to the current pandemic. Maharashtra HSC result 2021 has been declared on August 3, 2021. The online Maharashtra 12th result 2021 will comprise of student's name, roll number, marks and grades.

If you have lost your class 12th Maharashtra board markseet, the very first step should be to visit to your school first if you dont have your registration number of twelfth examination. Take Registration number, your character certificate from your school, your roll number of your exam and then visit to your regional board office to submit the request for duplicate copy of your marksheet.

There is no mention about anything regarding the type of handwriting that you have to write in the board exams. You can choose and write in any handwriting patterns, However, it must be very legible and readable to the examiner. This is what matters the most.

Every application form comes in the month between february to may and in the same time period you will give your boards exam.
So this is the time where you need to apply the application form of your course as a appearing student, and then only you will be eligible to take admission in any of the college of your course.
you can fill these application as a appearing students when you are in 11th or 10th but in further round you will be disqualified because they will ask you to submit your 12th marksheet at the time of counselling.
You you have to fill all the application form in the last of your 12th class or after passing 12th class.

The detailed eligibility criteria for IISER APTITUDE TEST with respect to application by board marks are:
1. The candidate must have marks within the category-wise cut-off above for their respective Class XII (or equivalent) Board examination for being eligible to get admission to IISERs.
2. For candidates who appeared in the Class XII (or equivalent) Board examination for the first time in 2020 and reappeared in any subject (for whatsoever reason) in 2021, the better of two performances will be considered.
3. If a Board gives aggregate marks considering both Class XI and Class XII examinations (in the 10+2 system), then only Class XII marks will be considered. If a Board gives aggregate marks considering the results of all three years of a 3-year diploma or courses of equivalent duration, then only the marks scored in the final year will be considered. Similarly, for boards which follow a semester system, the marks scored in the final two semesters will be considered.
4. If a Board awards only letter grades without providing an equivalent percentage of marks on the grade -sheet, the candidate should obtain a certificate from the Board specifying the equivalent marks and submit it before the deadline of the mark-sheet submission. In case such a certificate is not provided by the Board, meeting minimum eligibility criteria will be assessed as follows: If CGPA/CPI is reported on any scale other than 10 (for example, 4 points or 8 points scale), an equivalent CGPA/CPI will be calculated as per the following formula: CGPA/CPI in a 10 point scale = (CGPA/CPI Obtained×10)/PS. Finally, the marks will be linearly scaled out of 500.
