Yes ,it is possible to get admission through mangement quota for mechanical engineering. Most diploma courses require only 10th pass as a basic eligibility.if you want to to join through mangement quota,you have to contact with private college or polytechnic institute that offer mechanical engineering diploma, but fees under mangement quota are usually high. Addmissions are still open for diploma course, addmission process is going on till August end.
With a NEET PG rank of 60,000, getting a clinical branch under management quota is possible but mainly in low-demand specialties like Anesthesia, Psychiatry, or ENT in private/deemed colleges.
Highly preferred branches like Radiology or General Medicine are unlikely.
