At Manipal University, if we talk about the Engineering courses- The freeship & merit-cum-means Scholarship taken together is limited to 5% of the general category intake and will cover only the course fee payable for the particular course of study.

A new academic calendar at universities begins in July-August, but for 2020 UGC has suggested that the academic year start in September instead. For admission process, UGC has suggested the period between August 1 and August 31. This will also affect admission to those courses for which entrance exams are conducted.
The last date has been ended, and merit list and rounds are been conducted.
It would be better if you contact the admission cell so that they will provide solutions as per their guidelines.

As you're aware candidates need to attain 21 years age in order to appear for UPSC, and they can apply even in the final year provided they are able to show the proof of their qualifying examination within the stipulated timeframe as prescribed by the authority, now coming to your question in 2020 official notification, UPSC states "candidates born after 1st August, 1999 aren't eligible to apply", hence accordingly this year it will be "candidates born after 1st August, 2000 aren't eligible to apply", now you're born before the prescribed date hence to answer your question you'll be eligible for UPSC next year, and the exam will not take place in February, it will be conducted on 27th June, the notifications might come in february.
I want to make you clear that the Manipal university Jaipur is not as good as Manipal university main campus.
There is a big difference between Manipal university main campus and Manipal jaipur in all terms either placements or acedmic.
The Manipal university Jaipur is somehow equal to SRM delhi in terms of placements.

Don't worry if your friend didn't get admission in Mumbai University's three merit lists. You can wait for the more admission lists to get release.
As further admission list will release, your friend may have chances to secure a seat then if the seats remains vacant even after subsequent release of admission list.
