Manufacturing Engineering
Hello Sourav,
Some PSUs recruit manufacturing engineering students given that they apply through mechanical discipline in GATE exam.
These include NTPC, BHEL, GAIL, MDL, VIZAG, STEEL and SAIL. Although mechanical students are preferred, manufacturing students are also given chance.
Apart from GATE, Engineering Services Examination (ESE) and ISRO also recruit PI candidates but here also they have to appear through ME paper.

It will be dufficult to get in good government colleges but you can try in private colleges which are of very good standards, the colleges you can try are :

Netaji Subhash engineering college
Mckv institute of engineering
Techno India.
These private colleges offer mtech courses in affordable prices and good placement history .

See here's the thing company sentiments in India are not similar to foreign company sentiments as here there's a biasness towards more overall or inclusive branches like mechanical that tend to be a bit all-rounder. Whereas branches such as manufacturing and production are more exclusive and concentrate on a particular aspect of mechanical engineering. This outdated sentiment is because of the company structure they still have running where an employee is made to perform tasks even out of his field. This is why electronics telecommunication is way more preferred for the same core electronics job over and electronics engineer. The company lets say wants you to know everything so that you can easily swap places in another department.

I am afraid that you are calling Mechanical a non-manufacturing branch.
Quite strange!
IOCL and some other PSU's are only inviting apllications from Mechanical and Electrical,because they need the graduates who can work in the industrial sector as well as in the private sector.
And there are many PSU's whose main focus is only on the graduates of Civil,Electronics,Chemical engineering..etc.
So every PSU accepts the applications depending on the branch with which the graduate gives the GATE exam.
Please don't call Mechanical a non manufacturing branch.

If you are an gate aspirant,then you should focus on your specific branch and first focus on the exam,then comes placement in psu's.

Manufacturing Engineer and Industrial Engineer are recruited by many PSU companies and for the manufacturing company and the service providing enterprise and to implement the engineering concepts in industrial and production purposes.
Some of the companies are as;

As Mechanical Engineering is the core branch you can shift to any of the sub braches in your specialization But Production engineering is a specialization subject of Mechanical engineering. if you are from mechanical engineering stream than apply GATE from Mechanical. As if you will get a general rank below 600 air than you will have an interview letter from very reputed PSU public sector unit and also you have an option for M.Tech from IITs. While if you will apply GATE from production stream than you have only 1 option i.e. Mtech. This is the best way also to get M.Tech in IITs. But if you are a production engineering graduate and you are going to apply for GATE than after getting a good rank you have either 2 or 3 PSU and M.Tech from a good institute.

I understand your doubt regarding landing a job in the Maharatna, Navaratna, etc public sector undertaking companies as the companies only mention the common departments such as Electronics and Communications Engg, Electrical Engg, Mechanical Engg, Chemical Engg, etc for recruitment but fails to acknowledge the other not so common departments such as Production Engg properly.
Do know that other than the common branches most PSUs also consider recruitment for other departments such as Production Engg or Manufacturing Engg through GATE scores.

ONGC, IOCL, BPL, BHEL, NMDC, Railways, ICF, etc.
