IMPORTANT NOTE :- This minimum percentage barrier of 75 % - 65% for NITs, IIITs, CFTIs has been lifted off for jee main 2022 . It means to be eligible all you need to be eligible is to have at least passed 12th .

No you cannot appear for JEE-Main 2023, this is because your passing year of class 12th would be considered as 2020 although you pass Mathematics additionally from any open or private board in 2023 but you will not be eligible for JEE-Main 2023. Also note that Mathematics as an additional subject is not allowed for JEE-Main but it should be the compulsory subject in 10+2 and you are going to have it additionally so as per this point also you are not eligible for JEE-Main.
For your reference complete JEE-Main eligibility criteria is mentioned below :-
1--- Age criteria :- There is no age limit to appear in JEE-Main but note that there might be the age limit in any particular institution taking admission through JEE-Main score, so you should keep this thing in mind.
2--- Qualifying Examination :- To be eligible for JEE-Main one should have passed 10+2 examination with Physics, Mathematics as mandatory subjects along with one of the Chemistry/Biotechnology/Biology/ Technical Vocational subject from any of the recognized central or state board.
3--- Year of qualification :- For JEE-Main 2023 only those candidates who have passed Class 12 / equivalent examination in 2021, 2022 or 2023; or those who will be appearing in Class 12th / equivalent examination in 2023, would be eligible to appear.

It seems that you have mentioned the JEE-Main data means your percentiles of all the three subjects, if not then kindly correct me in the comment section below.
As per your total percentile in JEE-Main 2022,

Now on such CRL rank you are eligible to participate in counselling for NITs/IIITs but you won't be able to get any of the NIT because your rank would be quite high but you can have chances in following colleges based on your JEE-Main rank :-

Till now the official qualifying cut-offs have not been released and the qualifying cut-off percentiles are released along with final result of JEE-Main 2022 which will be released after both the sessions i.e. most probably in August '22.
But o n such percentile, being a General candidate you have very less chances to qualify for JEE-Advance 2022 but still the cutoffs for this year have not released yet officially.
As the cut-offs are released along with the JEE-Main 2022 result so for now you can get an idea from JEE-Main 2021 qualifying cut-offs that are enlisted below :-

So with regard to your query, JEE Mains exam is conducted by the National Testing Agency, and for the purpose of giving the exam, there are certain eligibility criteria for the purpose of this,
Initially, the eligibility was to complete the 12th standard with minimum of 75% of the marks, however this was changed by the officials and had mentioned, that those students who had qualified and are going to appear for the 12th standard exams are also eligible for the exam.
As you had either way scored more marks, you are completely eligible for the exam, Don't worry about that.

If you are a PCMB student, you must be familiar enough with biology. But before changing stream, you must consider that the paper patterns of JEE and NEET are very different. so be prepared for it. As you were preparing for JEE, your physics must be better than most of the NEET aspirants. So, that is a plus point. For Biology, its mostly from NCERT, so be thorough with that. Also solve as many previous year papers as possible.

As per your marks your percentile could be around 95-98. Though it an vary as it depends on various factors. So with this percentile there are chances of you getting into any NIT.
