Yes, all registered candidates except the following categories are eligible for stray round of Deemed/ Central Universities:-
a) Candidates who joined the allotted seat in Round II of AIQ/ Deemed/ Central Universities.
b) Candidates who were allotted a seat in Mop-Up Round
c) Candidates who joined a seat in Mop-Up Round

Not necessarily, the character certificate is required for mbbs admission. It's totally depends on the college where you get the admission .

Can anyone elaborate the exact difference between mop-up & stray vacancy round in MBBS admission ? And how can they will be helpful in admission.

MOP-UP round covers all of the vacant seats left before the mop-up round. It is a round of luck only if seats are left and you are lucky enough only then you get a seat in mop-up round.
After getting a seat in mop-up round candidates should report to the allotted institutes for the Document verification, if there are some students who fail to report at the specified time their seat remains vacant. These vacant seats will then be allotted to students in the stray vacancy round which is final round of counseling.

sir will i be elligible for karnataka state quota, i live in disputed area (manjeshwar), boarder of karnataka, and have completed 11th and 12th in karnataka...i have no 7 year study experience in karnataka and nor do my parents...but i know to write and read kannada very well

the eligibility criteria of Karnataka is :
1)The candidate should have studied and passed in one or more Government or Government recognised educational institutions located in the State of Karnataka for a minimum period of SEVEN academic years commencing from 1st standard to 2nd PUC / 12th standard as on 1st July of the year in which the Entrance Test is held and must have appeared and passed either SSLC / 10th standard or 2nd PUC / 12th standard examination from Karnataka State
2) The candidate should have studied and passed 11th and 12th standard examination within the State of Karnataka from an Educational Institution run or recognized by the State Government and that either of the parents should have studied in Karnataka for a minimum period of SEVEN years.
3) A candidate whose mother tongue is Kannada, Tulu or Kodava should have resided and studied for a period of SEVEN YEARS between 1st and 12th standards in disputed Kannada speaking area of South Sholapur or Akkalkot or Jath or Gadhinglaj Taluks of Maharashtra State or Kasargod or Hosadurga or Manjeshwar Taluks of Kerala State. Provided that the candidate shall undergo a Kannada Language test conducted by KEA.
if you are from the disputed area and have not studied in Karnataka for 7 years then you are not eligible for karnataka state quota.
