Based on previous year cut-off, to attain a BDS seat in a government dental college, a candidate is required to score a minimum of 450 marks in NEET. As you belong to reserved category therefore the SC/ST/OBC cut-off score was 146-113 .
Under 15% all india quota, you need to score more than 480 marks in neet to get seat. As you have got 464 marks so you might not have a chance for getting the seat in government college but you can go for private colleges.

Yes you can leave the seats and join state quota seats, but only within the stipulated time. If the stipulated time is over then you have to pay the cancellation fee. So take wise decisions.
There shall be a single eligibility cum entrance examination namely ‘National
Eligibility-cum-Entrance Test for admission to all Health Science courses’ for
academic year 2019-20.
b. In order to be eligible for admission to Health Science Courses for a particular
academic year, it shall be necessary for a candidate to obtain minimum marks in
‘National Eligibility-cum-Entrance Test’ held for the said academic year, besides
obtaining minimum prescribed marks at the qualifying examination as prescribed by
respective central council.
c. The reservation of seats for respective categories shall be as per applicable laws
prevailing in States/Union Territories. An All India merit list as well as State-wise
merit list of the eligible candidates shall be prepared on the basis of the marks
obtained in National Eligibility-cum-Entrance Test and candidates shall be admitted
to Health Science courses from the said lists only.
d. No candidate who has failed to obtain the minimum eligibility marks as prescribed by
the respective Central Council shall be admitted to respetive Course in the said
academic year.
e. All admissions to Health Science courses within the respective categories shall be
based solely on marks obtained in the National Eligibility-cum-Entrance Test.
f. National Testing Agency shall be the organization to conduct National Eligibility-
cum-Entrance Test for admission to MBBS/BDS courses.

According to your score I think you could get admission in government colleges. Although it could be difficult but you do have chances in the later rounds of counselling. The number of seats in states quota is limited and it is very difficult to say if you will get admission in MBBS under state quota because it also depends on the number of students who appeared from that state. If you belong to unreserved category, it's quite difficult for you to get a government college through NEET. But for reserved category, you might get a good Government college for this score, as, there are just approx 43000 seats in India for MBBS from govt colleges. You may get a seat in semi government college too.

As you have obtained very less marks dear student with this marks you will not be able to get admission into any of the government medical or dental colleges. Even in getting admission into MBBS college under management quota will not be possible as this year cutoff have increased comparatively higher than the last year so it can be difficult to get admission under management quota. Are students with higher marks will also so try to get admission under management quota if they do not get seat under government quota
