Very first thing I would like to clear you is that the policy of govt. fee at private colleges is still in the discussion phase and it might be implemented from next year if everything goes well.
See on such marks you have very low or almost no chances to get any of the government medical colleges under state quota of Delhi and even under AIQ counselling even after considering your OBC quota.
But on such score you can go for some Deemed Institutions through AIQ counselling, so as per the previous years data you can go for following deemed institutions through AIQ counselling :-

Govt medical Colleges in both if these states goes very high due to less number of colleges and high number candidates competing for those seats.
Now if we talk individually about both States then you must be knowing Delhi state quota cut off marks even goes higher then all india quota quota marks. Last year cutoff marks in delhi university was around 600 marks for LHMC which is exclusively for girls and 618+ marks for UCMC.
So at your marks you have literally rare chances in Delhi state quota counseling.
Jharkhand state quota counseling cut off marks for OBC category was 577 marks last year for govt MBBS college. So if anyhow cut off marks decrease or ranks improve at your expected marks then you might have chances as there's not much difference.

Even in private medical college also you need to get 450+ according to previous year trend. With 280 mark you can get admission in deemed colleges.
