So you need to score minimum 580+ to secure a government seat. If we talk about private medical colleges in Karnataka, then the cut off for state quota candidates was 342 marks and the college allotted was Dr. Dayanand Chandramma Sagar Institute of Medical Sciences. When it comes to Deemed medical colleges in Karnataka, the cut off was as follows-
BLDE University, Bijapur- 362
JSS Medical College- 435
KS Hegde Medical Academy- 429
Jawaharlal Nehru Medical College, Belgavi- 416
As you can see, to get private or a deemed medical college in Karnataka state, you require 400+ marks. At a score of 250, you can only get a few deemed medical colleges, but not in Karnataka.

Haryana state quota cut off marks for govt MBBS college in EWS category was AIR 16882 and 605 marks in second round counseling. There was not much difference in mop up round also there was only decrease of 2-3 marks.
If we look forward to neet 2020 cut off marks for your category then it was 599+ marks to get govt MBBS college.
So by seeing last two year trends i can say there will be very hard chance that you will get govt MBBS college in Haryana state quota counseling. Although you are not so far behind so you can try your best.
You will have low chances in all india quota counseling also but we can't say much till the neet results get declared and we get the rank.
