Dear applicant Yes you can, the mop up round is the last NEET counselling round where you can get the seat vacancy matrix and you can register yourself freshly to get yourself into one of those vacant seats. Even if you have not participated in rounds 1 & 2 then also you can take part in the Mop up round and get a seat, may be the college that you wished for,
