This year, NEET cut off marks for General category is 720-138 marks, for SC / ST / OBC category it is 137-108 marks, for the General-PwD category it is 137-122 marks, and for SC / ST / OBC-PwD it is 121-108 marks. You got 324 marks out of 720 in NEET and your are belongs to sc category. The cutoff will change every year as per the expected cutoff of neet 2020 for state quota is 440-450 and I think you know about the state quota 85% through this you chances are low.

Yes, that person will have full chances of getting admission for MBBS seat
You only get admission in only if your percentile/percentage/marks is higher or equal than your category(general or SC,ST,OBC etc) percentile/percentage/marks in almost every courses in India which includes MBBS as well.
But you wont get admission say if you are in general general and your percentile is greater than other category(SC,ST,OBC or any other).Admissions are done according to your minimum percentile required in your category.

EWS quota has cut off usually between OBC and ST/SC
As far the marks required is your concern , then I would say it varies from state to state.
The states having more medical colleges have less cut off but sometimes it contradicts because many are filling the seats for that state by AIQ.
It varies because EWS is a part of general category. EWS is made on financial background of students and not on IQ status of child. It may show high cut off and low cut off depending on children on financially weak. So just focus on GENERAL category score which should be above 480+ to achieve a good medical seat.
