Hope you and your family are in their best of health, so the answer to your question is YES , definitely your son is eligible to apply MBBS seat for Haryana through state quote as that is the native state .
But let me tell you that before applying for state quote please do make a Domicile Certificate for your child as it is important to show this certificate as a proof at the time of counselling , so please do that.
The applicant, or the applicant's parent or guardian, must have lived in the state or district of the state for 15 years. It is illegal to get a domicile certificate from more than one state or union territory.

With a Score of 296/720 in NEET, in spite of being from EWS Category, you probably will not be able to secure a seat in most of the State or Government Medical Colleges in Rajasthan. You may try for Management Quota seats maybe in some of the Good Private Medical Colleges.

There are very low chances of getting you with CMC, Vellore or CMC, ludhiana.
Both are one of the top colleges in India. CMC, Vellore have only 16 seats open for all india students. Which cut off goes above than 650+
Whereas as CMC ludhiana have only 4s out of 75 seats are oepn for all over India students. So due to very less seat competition is very high. Last year cut off for open category in this college was AIR 16384 ( marks above 605+)
So there are almost no chance of you getting in CMC.
Last year MP state quota cut off for obc category was 555 marks.
So there is probabilities of drop in cut off. So you may have some chances in state quota counselling for getting govt college.

last year cut off ranks for this college in second round of AIQ counseling was AIR 32800 & 570+ marks.
whereas cut off ranks for KMC, Mangalore was AIR 46159 ( marks 550+)
As this year question difficulty level has increased so there are very much chances of drop in cut off then last year.
so there are very High chances that you will get any of the KMC, Manipal or Mangalore. Also at your expected marks you have good chance of getting other good private medical colleges in Karnataka this year.
