There is bit of difference in both the courses. Syllabus of MCA focuses on the practical knowledge of the computer science like computer languages, coding, application software, etc.
Whereas in Msc, you will study more about the theoretical part of hardware and softwares.
Job opportunities in both the courses are different. Market demand for MCA graduate are higher than that of msc graduate.

Yes,You can earn your MCA at any university. You can get admission right into the second year if you have a B.Sc. in computer science; otherwise, the course will be a three-year one. To gain admission, you must take an entrance exam, such as the NIMCET for NIT, JAM for IIT Roorkie, MAHCET for Maharashtra state universities, and many others. Any university will accept you.

However, before applying, thoroughly research the college, including the study programme, surroundings, faculty and student feedback, and most importantly, placement activities. Then you're ready to apply for an MCA. Buddy, good luck.
Yes you can apply for GATE 2023 but only if you have passed graduation in engineering/technology degree.
For your reference basic eligibility criteria for GATE 2023 as released by IIT Kanpur, is described below :-

The eligibility criteria for NIMCET is passed B.Sc. / B.Sc. yes, you are eligible for MCA. As Few college don't required maths as compulsory subjects for MCA. Like Crist university.
