As per your rank and previous year cutoff, in AIQ under General Category even if there is extended shift Clinical masters may not go beyond 17,000 or max 20,000.
DNB too :- GEN category - Anaesthesia closed at rank 22,000 while Radiotherapy closed at around 23500. Even that may not reach rank 35k.
State level counseling - depends on state, service /inservice and category.

You will have to wait till last round of counseling for this. With your score it is difficult to get DNB General Medicine. But you can get other non-clinical branches like Social and Preventive Medicine, Anatomy, Biochemistry, Microbiology, Pharmacology, or Physiology.
