With a rank of 5.3 lakh in JEE Mains, getting a mechanical seat in PMEC Berhampur through normal OJEE counselling is very difficult, especially if you're an out-of-state candidate. OJEE mostly reserves seats for Odisha state students in the earlier rounds, and only a few institutional spot rounds might consider others.
However, if the college has vacant seats in September’s spot/institutional round, and they allow direct admission based on vacant quota, there’s a chance you could be considered. The issue is many Odisha colleges do not allow out-of-state students unless stated clearly by OJEE.

RV College of Engineering (RVCE), Bangalore had around 70% placement in Mechanical Engineering. Core companies like Bosch, Mercedes-Benz, L&T, and Continental were major recruiters. The average package offered was around 5–6 LPA, with top offers going up to 12 LPA.
BMS College of Engineering (BMSCE), Bangalore saw 65–70% placement in Mech. Companies like ABB, Volvo, and TVS participated. The average package was 4.5–5.5 LPA, with some students placed in IT firms as well.
MS Ramaiah Institute of Technology (MSRIT), Bangalore recorded around 60% placements in Mechanical, with a mix of core and software companies. Average salary hovered around 4.5 LPA, with top offers touching 8–9 LPA.

If you belongs to general category and your rank is 3221, you actually stand a decent chance of securing admission in Mechanical Engineering in many government engineering colleges, especially if you’re applying through a state-level counselling process where the total number of seats is higher.
While this branch is in demand, the competition for it isn’t as intense as Computer Science or Electronics in many states. So, a rank around 3200 is considered strong for mechanical in most counselling rounds especially if you have filled in your choices wisely during the option entry process.

Since you've been allotted Electrical Engineering at IGIT Sarang (4th choice) and your top 3 preferences are at VSSUT Burla which is a more reputed institute with better academics and placements it's wise to choose "Float" and try for a higher option in the next 2 OJEE rounds. If your rank is close to the previous cutoffs of your preferred branches at VSSUT, your chances are decent.
Also, if you're eligible for CSAB counselling (through JEE Main) and interested in getting into NITs, IIITs, or GFTIs, you should participate. It provides another good opportunity, especially if your JEE rank is within range of those institutes' cutoffs.
