Yes , you are eligible for appearing in NEET examination.
This is because,
There is no rule which says that if you are doing BSC non medical or any graduation you become ineligible for Neet examination, as to be eligible for neet what all one needs is :
* to must have passed 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
So, if you fulfill this requirement as per your category then you are definitely eligible for Neet examination ,even if you are doing bsc non medical right now and after qualifying Neet examination you can get admission in medical colleges for MBBS etc on the basis of rank or marks obtained by you in NEET

As we go through previous year's cut-off then it shows that in 2019 the cut-off marks was 630 for Indira Gandhi Medical College, Shimla under All India quota for General category and we saw an increase of around 15-20 marks in institutional cut-offs in 2020. So if you are targeting for NEET 2021 then your marks should not be less than 650 out of 720 marks especially for Indira Gandhi Medical College, Shimla .

Yes, yes you are eligible for NEET even if you have studied Biology as an additional /optional subject from NIOS.
The eligibility of students with Biology as an additional / optional subject is in the supreme court but until it gives its judgement students, these students are eligible for neet
Here's the eligibility criteria for NEET :-

Since you have completed high school in India and now you plan to pursue medical studies in USA, you need to first enroll yourself in an undergraduate program of whichever major you wish but preferably related to biological sciences along with the pre medicine track. Once you are done with four years of undergraduate degree course, you can give MCAT to get admission in medical schools for MD program.
