There is a mistake here, the MBBS seats in Sri Ramchandra Medical College, Chennai, are not allotted under All India Quota (AIQ), rather it is a Deemed University and thus admissions in it is done by DGHS, which is also a counselling authority for AIQ admission, but the counselling for Deemed and Central Universities are separately conducted by it under separate banner.
Now coming to your question as to why some seats might have remained vacant. It might often happen that a student is offered an MBBS seat during NEET counselling, but the seat is rejected by the student, eventually resulting in a vacancy. This could happen for a variety of reasons, like relocation issues, lifestyle problems, incompatibility with the state in which admission is being offered and fees, whic is one of the biggest of all.
Sri Ramchandra Medical College is one of the best Deemed Universities in India, with it scoring 183.5 of 500 in Careers360 ranking parameters and getting a rate of AAAA, which corresponds to 'Very Good'. The reason as to why students rejected a seat here might lie in its fee structure. It has one of the highest fee structure for MBBS seats in India with one management seat costing INR 22 Lakhs per annum, the same for NRI seats is 2,20,000 USD.
As per the counselling procedure, all the seats which remain vacant after Mop-Up round in Deemed/Central Counselling, they are sent back to the respective university or institutes and they take admission on those seats under state counselling.

According to the previous year cutoff, 500+ would be a decent score for admission to Management seats in Kasturba Medical College, Manipal University Manipal and 270+ for Sri Ramachandra Medical College and Research Institute, Chennai.

NEET cut off marks 2017 for Karnataka medical colleges
The NEET cut-off depends on which Colleges you are aiming for, whether Government or Private. It also depends on the category you belong to.
Assuming you are looking for a Government college under General, the opening rank for Government College was NEET 2017 AIR 198 which corresponds to a score of 600 marks out of 720 approximately.
Based on these trends, try to score 620+ this year to ensure a seat in a good college.

It is not necessary to have MP domicile for admission in private medical colleges, however, you will have a better chance of getting selected or better College if you do.
You have 50% chance of gaining admission into any private college in MP.

It is with utter disappointment that I inform you that it is impossible to determine the cut off marks for a particular state in the examination. Candidates appearing for the National Eligibility cum Entrance Examination may refer to previous years' cut off marks as a whole for the examination but not for any particular state as such.
There are two ranks provided to each of the candidates appearing for the examination. One is the All India Rank and the other is the Regional or State Rank. Candidates may choose from either of the two in order to test their eligibility for admission to any of the medical colleges spread across the country.
The cut off marks varies from year to year and so only an approximate can be determined from the evaluation of previous years' cut off.

I am appearing for neet 2018, but am interested in Karnataka colleges. Should I fill comedk form?
1st case: if you don't have domicile of Karnataka, then you need to apply for 15% AIQ for govt colleges.
2nd case: if you have domicile of Karnataka: then you can enter through 85% quota from Neet state councelling.
3rd case: if you are interested in Pvt colleges ( under COMEDK),Then just their form separately, they do consider Neet marks now.
