Hello Aspirant ,
If you do not have your EWS certificate and can not submit it during the Medical counselling you will be considered as a General/Open category student and will be treated like that for your whole course time period, you can not show your EWS certificate later and take the benefit, this is not allowed .
Also if you do not have New EWS certificate at this moment you can submit your older certificate and then mail the counselling administration about this problem and then submit the new certificate later.
Hope this helps.

Dear Reader,
If you don't submit eligibility certificate in TN medical counselling application then the department responsible for that gave you some time period of time to present that certificate to them and if you don't present it to them after that time then tell them about the reason behind that if they found it valid then they told you for alternatives you do otherwise they cancel your admission after that given time period.
Hope this information help to resolve your query.
