With 60 marks in comedk your rank should be 20000-30000. With this rank it is quite difficult to get MEDICAL electronics in MSRIT this year. As per previous year cutoff it is around 14000 rank to get Medical electronics in MSRIT. But you may wait for the other round. If you would get the course. But you can apply for Dayananda Sagar College of Engineering, M S Ramaiah Institute of Technology etc.

As per previous year cutoff, Dayananda Sagar College Of Engineering - DSCE in B.E. in Medical Electronics Engineering last year cutoff goes till 17,385.
Also, your rank is much higher. So, you will not get Dayananda Sagar College Of Engineering - DSCE in B.E. in Medical Electronics Engineering.

Yes you can change your B.tech branch after your first year in Dayanand Sagar College.
For that you must not have any backlogs at the end of your first year. Try to not have any backlogs at all. Also your CGPA must be very high as many students will be applying for the branch change.
The department you are applying for, I your case it's CSE/IT must have some vacant seats.
If all above conditions are applicable then you can go for branch change.
You also need to pay some fees to the management for the branch change.

Branch change is allowed at MSRIT.
But some rules need to be followed.To change your branch to Computers you need to have a good score /CGPA.For branch change relative CGPA is taken into account.
Work hard in the initial year of your degree if you are serious for branch change. Also this process and CGPA is affected by the no. of available seats in the branch you desire.(Also make sure that the branch you desire for has seats for your category too) .
Also medical electronics branch would see a boom in years to come because of increasing need of health care facilities and ever increasing technologies.Currently the scope is not fairly high.

The department offers 4-year fulltime undergraduate degree in Bachelor of Engineering in Medical Electronics, affiliated to VTU, Belgaum, recognized by Government of Karnataka, approved by AICTE, New Delhi .The department is also accredited by National Board of Accreditation and is IQAC certified.
