Hello aspirant,
If you are from UP and you want to take admission in any other state for Medical course, then you may get through All India Quota ONLY. Also, you will get admission in the Mahatma Gandhi Institute of medical science in Maharashtra only if you manage to get cutoff required with respect to your category.
If you want to apply through state quota in Maharashtra then it is not possible since you will need a domicile certificate which can be produced if you have studied class 11th and 12th in Maharashtra. But, you can apply in UP medical colleges through state quota with the domicile certificate of UP.

Because it is more established and located in the capital city of Bangalore, Kempogowda Institute of Medical Science is far superior to Kodagu Institute of Medical Science in terms of exposure. However, there is a financial differential between kims and kodagu medical college, with kims charging 60k through state government seats and 6-7 lakhs through private seats annually. Although Kim's Bangalore is a private institution, its teachers, facilities, and equipment are significantly better. In addition, it has a strong alumni network, annual fests, and numerous other campus events. You will nonetheless receive the government medical college tag from Kodagu Medical College.
Hope this helps.
Hello Aspirant,
As you have not mentioned your Home state so considering it as Karnataka according to your profile and category as General.
See it is little bit difficult to predict exactly whether you get seat or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But although according to the marks you have mentioned in the question you have good chances of getting government seat into Hassan Institute of Medical Sciences, Hassan according to previous year's cut-offs which you can check out from the link given below :-
