As per your requirement, there is only 3 rounds of counseling and the last round is mop up round which is conducted to fill up all the vacant seats of 1st and 2nd round in central or deemed universities. 

So there is no other rounds such as vacant rounds after mop up in government college of up or any other state. For getting a seat in mbbs, you need to clear the cut off and depending on your rank you will get a seat in college.

If you belong to minority or even General category, the maximum NEET score should be 133 with 40 percentile.

Well if all the rounds of counselling was online then the mop up round registration should also be online as the counseling authority is the same and the process is transparent.

The security deposit may remain the same with the registration fees depending on what the authorities decide.

You need to analyse the reason as to how your name appeared twice on the merit list. See if it is a mistake from your end or from the end of the officials. Intimate the board about it so that you are not put into problem at a later stage. Try to get the mistake rectified.
