According to the previous year's cut off trends candidates from general category required minimum 50th percentile to qualify for admission in MBBS in government college and candidates from OBC/ST/SC category required minimum 40th-45th percentile to qualify. Looking at the marks you need to score, as you have mentioned that you belong to SC category you need to score minimum 400-450+ to get admission in government college for MBBS in Meghalaya. If you have domicile for Meghalaya you can also apply through state quota, since all the colleges have 85% seats reserved for state quota, this might increase chances of your admission.

AGMC (Tripura) is around Rs 66500-75100 per year which will be around 3 lakhs total + hostel and books fees.
RIMS (Manipur) total is around Rs 6400 per year from their official site which is around 30,000 total + hostel and books fees.
NEIGRIMS (Meghalaya) total is Rs 6020 per year which is again around Rs 30,000 total + hostel and books fees.
This is based on past year fees but to be sure you should directly get in contact with the college of your choice for MBBS course.

According to previous year's cut off trends candidates from general category required to score around 600+ marks, candidates from OBC or other category required to score 500-500+ for MBBS in Meghalaya. There are chances that you may get admission in NEIGHRIMS if you have scored 595 in NEET since you belong to OBC category as you have mentioned. As per the state counselling, 85% of the seats are reserved by State Quota so you can apply through that too if you belong to that particular state. The choice of joining NIT Meghalaya is completely upto what you are interested in and what your comfort zone is.
There are a few factors to consider.
1. NIT Meghalaya is a very new campus and hence the faculty, alumni network, course structure, internship.opportunities are all very sloppy.
2. If you aren't looking for continuing in engineering after this, then you can definitely choose Meghalaya campus and you'll be able to get the NIT tag and pursue whatever your passionate about.
3. If you are interested in getting into software companies or engineering after this, then choose some well established private colleges like VIT, Amrita, Manipal.
4. If you are getting core branches in other NITs choose that and learn programming , do software related internships etc.
