Domicile state in JEE main counselling is the state from which you have passed your 10+2. In your case, as you have written it is assam. So your domicile state would be assam and not Manipur. Well, The seat allotment process of CSAB NUET 2020 will be conducted for admissions to candidates belonging to the 8 Northeastern states and 4 Union Territories (Arunachal Pradesh, Assam, Meghalaya, Mizoram, Manipur, Tripura, Nagaland, Sikkim, Dadar & Nagar Haveli, Daman & Diu, Andaman & Nicobar Islands and Lakshadweep). CSAB NEUT is Only for seats reserved in AICTE approved Institutes in India that are not covered under CSAB-2020. So, you can't get a seat in NITs or IIITs but you can a seat in NERISTs.

Considering your rank,you have no or very low chances of getting NIT Delhi,NIT Maharashtra and NIT Rajasthan(even using State quota). But you might get NIT Gujarat in some lower branches.
