According to the proforma produced by the MHTCET website for 2019 , it is refer to the Commissioner & Competent Authority, State Common Entrance Test Cell, Mumbai. So according to the proforma you will have to submit to the above mentioned office. Now the location of the office are available in internet.
I will suggest if you can , call or contact the enquiry numbers provided in the website of the above mentioned office & get connected and discussed about the submission regarding thing. I hope they will guide you the most prominent way for the submission of the form.

Previous year's Cut off for Sardar Patel Institute of Technology:
General: 207 score
OBC: 207
SC/ST: 203
PWD: 203
So by observing the data, it is difficult to get seat even though you belong to SC category.
However you should keep trying in different colleges
Cut off varies every year depending upon no of seats available, difficulty level of exam, last year's trends and so on.

Yes, you will be given log books to refer the log tables during the exam. Generally, it is said that the sums are not complex and can be solved and answer obtained is mostly integers. If there are problems based on logs then also it is said to be in simple form and can be solved without log tables.
However, if there are any complex sums based on logs, then you can definitely use the log books given to you.

MHT CET entrance exam is not difficult but different than your normal college exams. You can easily score good marks if you have a systematic approach for it. It is a test of your fundamental concepts and it's applications. Problem solving strategies and short cut methods are a must to crack this type of exam. Time management is also important. On an average it is 1–2 minutes per question.

Yes of course. Both the papers of Physics and Chemistry are different for both the groups that are PCB and PCM in MHT CET. It is known that There are two tests for Science aspirants any of them could be given by an aspirant. If a candidate is interested in Biology then he/she can take PCB in MHTCET OR vice-versa.
