Under the Indian foreign exchange regulations, Indian students going abroad for studies are treated as NRIs and are eligible for facilities available to NRIs. Aspirants belong to the NRI OCI/PIO, Children of Indian workers in the Gulf countries or Foreign National category, must have passed HSC or its equivalent examination with subjects Physics and Mathematics as compulsory subjects along with one Chemistry or Engineering Drawing or Computer Science or Biology or Technical Vocational Subject with at least 50 % marks in the above subjects. however there is nothing mentioned about candidates who may apply as general even through completed 12th in other country. however you may apply as all INDIA Candidature, The Candidates having Indian Nationality are eligible under this Category.
See from the percentile it is quite difficult to calculate the marks because there are multiple shifts and some shifts are difficult while some are easier therefore to avoid partiality percentile system has been adopted. Also there is no 100% accurate method to calculate rank from percentile but if we go through previous years trends than on such percentile your rank is expected in the range of 41,001 – 47,000. Note that this is not your exact rank because it might have slight variations to the actual rank.

The MHT-CET or Common Entrance Test is an annual entrance exam conducted by the Government of Maharashtra. It is conducted by the Directorate of Technical Education.
Now to answer your question, The minimum qualifying marks of 50% of the total marks (75 out of 100) in MHT CET for computer science. but you score 83.22 which is more than that so with no difficulty you can enroll yourself for computer science course.
