To be a mobile/anderoid/ios developer you must know coding or you can say programming language.
Programming is the basis of everything that exist in computers ,mobiles or any AI systems present in today's world.
If you don't have CS in 12the there is no issue .If you have mathematics in you 12th then on this basis you can pursue either B.Tech or BCA both are fine to learn more about computers and programming.
you can opt for B.Tech computer science or B.Tech Information technology.
After that if your college provide you anderoid course then its ok otherwise you can do it from coaching/Training institute or from any online sourses like edx.org ,courseera,Udemy,udacity and there are many more.

There are very good top private university in india apart from NIT &IITS where you want under mobile app development ,frankly no college in India provides this course its a just a technology that we should do extra of course but this is extra knowledge or capability thay you can built in learning through in course , while to learn app development you need the basics which you can get in computer science and information technology branch take admission in these branch

If you are a software engg. you should not escape C & C++ the understanding of systems, algorithms and general coding ability.It could be C, JS, Python or even assembly. You can also prefer some other languages and some software like linux parrot os etc.

If you are 12th class the .Join engineering and simultaneously you can learn application development if you are interested in.
Rather than Mobile development there are lot of courses like web development, artificial intelligence, machine learning..
So after 5yrs we can not expect how the technology will be even android may wanish is not my assumption there is talk regarding that.
So the conclusion is don't get stick to Mobile development. Learning Mobile development is fine but don't stick to that also learn artificial intelligence and machine learning it is the future is.
