There are various reasons as to why results may be withheld. Students who have backlogs in any of their prior semesters typically have their final semester scores delayed for division. The final result will not be released until all marksheets are ready, in order to keep records up to date. The university also withholds results when colleges or students do not pay the examination fee. In some cases, the institution requests explanations concerning the candidates. Also, if there is a suspicion of cheating, certain students grades are withheld.
You will have to keep in touch with the college to get some sort of clarity and reasoning as to the reason for the result withheld as there are several reasons as to why the results get withhold.

Hi aspirant, since you have 1.7 lakhs rank in your JEE mains exam also you belong to Gen EWS category so according to your question it is possible for you to get into IET-DAVV but you may have to face problem for CSE branch otherwise you can get any of the branches there on behalf of your rank only.

Hope you are doing great as per the question asked by you, I would like to inform you that Government Medical colleges should be preferred above private one whether its new or old. You will get more exposures, patients footfall is more in government medical facilities. You will get better faculties and of course less fees. So undoubtedly go for it.
