So with regard to your query, LLB course at Munshi SIngh College at Motihari, is a three year degree course. In order to be eligible for the course one must complete 12th standard and also three year undergraduate course in any bachelor course.

So, with regard of you're query. After completing a BSc and a postgraduate diploma program, you may pursue an MS in computer science. Before you can apply for an MS course at the majority of post-graduate universities in the CS, you must have completed at least 16 years of study. The sixteen years are divided into:
16 [years of education] = 10 + 2 + 4
However, you have a 3-year BSc degree and a 1-year diploma program in your situation. So, that's it.
16 [years of education] = 10 + 2 + 3 + 1.
That also complies with the 16-year guideline. So you can proceed. You can confidently submit an application for MS.
For three-year graduate programs, an additional year of schooling is required in order to qualify for an MS in the US.

It is really difficult to predict an exact cut off for a particular college or particular course since it keeps on changing every year. However looking at previous year's cut off trends for MS in OBG cut off rank were between 8121-9890 at all india level. So it can be really difficult for you to get a government seat with the rank you have mentioned above. You can try getting admission in Private colleges or through management quota, there might be few chances of your admission.
