According to the National Commission for Indian system of medicines and the ministry of AYUSH, NEET required admission test for all under desert medical programs in India, including BAMS. A NEET score is sometimes required even for private colleges that grand admission through management or NRI quotas. So, You have to appear in NEET exams for getting admission in BAMS.

Yes, if your school is denying the Transfer Certificate (TC) you can request a TC denial letter in writing from the school. For MCC NEET UG counselling you can also provide an affidavit stating your Class 12th was done privately and TC is not issued . This is generally accepted as an alternative
