Yes, you are eligible to participate in the 2025 NEET PG counselling after resigning from your 2024 DB course , as resigning from a DNB program doesn't disqualify you from appearing for the NEET PG exam or participating in the subsequent counselling process, provided you meet the general eligibility criteria for the exam. As a resident of West Bengal , you will be eligible for both All India Quota and the state counselling for West Bengal, subject to the latest regulations removing domicile reservation in NEET PG .
Some points to keep in mind :-
1.You must have qualifies for the NEET PG 2025 exam to be eligible for counselling
2.You will need to register for the counselling process as usual when it is announced

With a NEET rank of 2.96 lakh, getting a government BPT (physiotherapy) college is very unlikely, especially in the general category.
You may have a chance in private or semi-government colleges, or if you belong to a reserved category under state quota.
With 164 marks in NEET UG 2025 and being from the SC category, it is very difficult to get admission into a government medical college in Maharashtra. The cutoff for SC category in government MBBS colleges is usually above 500 marks.
You will not get a government MBBS seat with 164 marks, but you still have some options. You can try for private or deemed medical colleges where the cutoff is lower, especially under management or NRI quota.
You can also look at other courses like BAMS (Ayurveda), BHMS (Homeopathy), BPT (Physiotherapy), or B.Sc Nursing, which usually have lower cutoffs and better chances with your score.
