Sorry to inform you, that you can not opt NLU's LLB course for just 3 years, as, the university only offers bachelor's degree in law by pursuing course BA LLB continuously for 5 years. But there are good options for you by giving an entrance examination like CLAT/ LSAT/ NLSIU qualifying with the good percentage you can get admission in reputable colleges, like:

- St. Joseph's College of Commerce, Bangalore
- Faculty of Law, Allahabad University

The chances seem to be less getting a seat in NLU as General category. Since it is late to answer your query, CLAT 2019 admission is over now, I hope you have also checked the seat allotment.

I scored 93 in clat with NRI quota will get into any top 4 nlus ?
As you have mentioned that your clat score is 98 with NRI quota. Let me tell you that admissions under the NRI quota is to be done directly through the nlus and not through CLAT. Only the admissions to NUJS kolkata are done through the CLAT office.
So you need to check the requirements of the university you want to apply to. In few of them you might need very close relatives to be NRIs but in most of them a distant relative would do.
This is how it normally works
You get your NRI relative to sign a sponser letter, which is uploaded on the CLAT website.
While filling the CLAT form tick on the NRI sponsored category (under special category)
After the CLAT results, cordinate with the respective nlus for further procedure about applying, paying the fees, etc.

CLAT cut off is for LLM is calculated by considering various factors such as total number of test takers , total number of seats and difficulty level of the exam. After analysing your score, rank and the above mentioned factors, it would be difficult to get admission in the top most NLUs. There are some chances of getting a seat in the following NLUs.
- NLUJA Guwahati
- TNNLS Trichy
- MNLU Aurangabad
Keep a check on the cutoffs of the above mentioned. Also take into condideration other government and private colleges for LLM incase you could not make it to NLUs.

In the previous years the last ranks to get admission in any of the National Law Universities through CLAT was a rank in the range of 18000-20371 for the SC category. Considering that your rank is 25423, your chances till the last allotment list seem a little less.
Usually there are vacancies in the lower NLUs as people leave their seats for other colleges. You might have a fair chance then. But vacancies are very uncertain and you might/ might not have a chance if there are vacant SC category seats in lower NLUs.
Also, if you have other options various non NLU law colleges and even private colleges are better than the lower tier NLUs. So you can prefer joining those instead of waiting for vacancies. As far as the last allotment lists are concerned your chances aren't much.
Other than colleges with their own entrances, There are various Private Colleges that accept CLAT scores other than the National Law Universities. You might even have a chance for colleges under IPU, Delhi if you applied there.
