NCC
It is not possible for a student to enroll himself without having institution. You can approach the commanding officer of the nearest NCC unit for taking guidance. You can apply for senior division as your age is 22. The maximum age a student can apply for National cadet Corps service is 26. After completion of training the NCC unit provides you B and C category certificate because of not having NCC in your college. After approaching to the commanding officer, the commanding officer will verify it. After verifying your medical examination will be done.

Dear student,
NCC training can be done in college or even in school on a voluntary basis. The training is done for 300 periods which gets completed in 3 years and is specifically for senior wing or division training while for junior wing or division training the training takes place for 240 periods which is for 2 years.
Following are the colleges where NCC training takes place:
Also, students can get enrolled in NCC unit by applying to principal in case they are in school.
Hello Priyanka,
Without a college, it is impossible to join NCC.
The National Cadet Corps (NCC) is an organisation that promotes youth development. It gives the country's kids opportunity for all-round growth, instilling in them a feeling of duty, commitment, leadership, discipline, and moral values.
If your college or institution does not offer NCC, you can join NCC at another college by submitting all of the required documentation and joining as an open cadet.
Open cadets are typically assigned to another college within the same university that offers NCC, or you will have your NCC drills and training in that battalion, depending on the amount of vacancies available. If you are accepted, the college will conduct a physical efficiency exam, a written test, and maybe an interview based on their selection criteria.

Hope that answers your question
There are rare chances for a student to join National cadet Corps without getting into college. The students are advised to join National cadet Corps either in school or college. After getting into polish the candidate is required to meet the prescribed medical standards. The candidate has to get issued a no objection certificate from the commander officer of National cadet Corps (NCC). The candidate should be a citizen of India or Nepal. For senior division the candidate age can be up to 26 years.
