ncert books are best for conception building, it is not enough for competitive exam, since the questions pattern will be mcq based. however in case you have prepared for jee main exam you have an added advantage. I would suggest to follow wbjee previous years papers and practice questions from arihant or tata macgraw mcq books of physics, chemistry and mathematics.

NCERT is the most valid books to study for JEE MAIN.Study the inorganic part from the NCERT and you will get almost 70 % questions common from that part if you study the book properly.Dont study organic part from the NCERT as this book is not sufficient to crack JEE.Rest the spdf block part you can study entirely from NCERT.

No topics are come from outside the NCERT. But if you see any uncommon question in NEET or any question other than NCERT books then it probably come from another Book but within your syllabus. Sometimes out off syllabus questions are coming then it will be given mark if you attempt them or no marking will be there so no negative marking also occur.
If you want to give all questions then you have to study so many Books for MCQ also. Not NCERT books. So many MCQ books available for NEET you can go through it.

Yes NCERT is good for p,d and f blocks.The chapters have been discussed here broadly and one could easily get a good understandings if they study these chapters from NCERT.There are ample number of short questions from these chapters which clear the doubts too.

Yes, Surface Chemistry form NCERT is Enough for JEE Mains. Chemistry is mostly theory based part. there are less numerical part. Theory cover mostly part of Chemistry. Chemistry is like learning Oriented subject. So, NCERT is enough for Chemistry. JEE Mains paper are almost set from NCERT.
You can learn Surface Chemistry from NCERT. And all cover topics according to JEE Mains syllabus.
