The registration process for NEET 2021 counselling is not yet done in Andhra Pradesh. Dr NTR University of Health Sciences (NTRUHS), Vijayawada is expected to start the registrations of the Andhra Pradesh medical admissions on the official website soon. The AP NEET 2021 admissions will be granted on the grounds of the scores obtained by the aspirants in the National Eligibility cum Entrance Test (NEET-UG) for the convenor quota and management quota

Hope you are doing well. Yes, with a score of 353 you do have a probability of getting a government BAMS or BHMS seat in the state of Andhra Pradesh through Andhra Pradesh state quota counselling. This year the cutoffs are expected to be somewhat similar to last year's or may increase marginally.
In 2020 , the closing AIR for a BC-B Candidate from the AU region to get a government BAMS seat was 234912 and for a candidate from the SVU region ,it was 209240 .
So, from the above data you can check if you have an AIR within these closing AIRs you can surely get a government BAMS or BHMS seat .

• Caste Certificate (for OBC, SC, ST)
• Class 10 Admit Card (DOB Proof)
• Class X Passing Certificate & Marksheet
• Class 12 Marksheet & Pass Certificate
• AADHAR Card/ any identity proof
• Character Certificate issued by the recently attended school or college
• Transfer Certificate issued by the recently attended school or college
• Migration Certificate
• Domicile Certificate (by the state)
• Family Income Proof & EWS Certificate (If Applicable)
• Fees in demand draft (as per college/university)
• Bonds (if any) [issued as Notarized bonds by the court] (as per the college)
• PWD Certificate (if applicable)
• Application form and Choice Filling form Print out.
• Proof for the parents' address and identity(PAN Card)
• At least 10–15 recent passport size photos of candidates (same as you used in the NEET Admit Card)

No my dear you won't be getting any refund in that case because as you've filled both the forms via same process and both will be considered as fresh application forms only. Yeah after not getting proper detailing and further processing your form will be automatically rejected but you won't be getting any refund in any case.
