DGHS will publish NEET 2021 cutoff AP for All India Quota seats on behalf of the Medical Counselling Committee. These will be considered for both AIQ and State Quota seats by the respective state for admission in undergraduate courses like MBBS, BDS, BVSc.

As per the NEET cut off details 2020, SC category cut off for Rohtak Medical College is 516 rank.
But this cut may vary each year due to several reasons like seat matrix , difficulty level of exam , reservation criteria etc.

Every year cutoff varies and it's totally depends upon the number of candidates giving the examination and how much tough and seat availability is there.
So as you've got around 70k rank, then I would like to tell you that according to me you must have got marks in around 500-520/530.Amd getting a MBBS government college at this rank is not very much possible.

No,you can't change your nationality in round 2 from Indian to NRI for NEET counselling 2021 if you opted Indian in round 1.As when you select your category as Indian then after that in all further round counselling you are only eligible for the Indian nationality counselling procedure,as there is also no such law made for this during mid in counselling procedure.

I want to inform you that unfortunately you won't be able to change that as you have already submitted the application form as you told now you have to pay 6000 INR and participate in the counseling no other options available. If you go for another form it might have chance of rejection of application form. Now you have to participate with that only.

Hope you are doing well . See, the cutoffs this year are expected to remain similar to last year's or may increase marginally. So, I'll firstly mention the cutoff score for a government medical college through Kerela state quota counselling for an SC category candidate post NEET-2020.
It was a score of 462 with a closing AIR of 120791. So with a score of 446,your chances of getting a government medical seat are meagre .Still you are advised to undergo the Counselling process properly till the last round and fill the choices of colleges properly .You can also try for government BDS or Ayush colleges , you have high chances of getting a seat .
