Yes you can definitely get admission in Bachelor of Physiotherapy (BPT) through NEET. Usually NEET cut off for BPT is 200+. If you score 280 as you have mentioned above, you do not need to worry. According to previous year's cut off trends, general category candidates are required to score 550+ marks to get a government seat. However you can still try in subsequent or mop up rounds. There might be chances that you can admission in Private or Semi government college through Government Quota or through management quota. You can try to get admission in colleges of Karnataka, because there are few colleges who has low cut off. I am mentioning few colleges that you can try to get in :

West Bengal state quota counseling cut off marks for Gen category students in neet 2021 was AIR 32740 ( marks approx 575-580+) in coochbehar govt medical College.
Also there are some news that there are six new govt medical College to open this year. So if it's open cut off marks may decrease..
Now if we compare then you are nearly the last year neet cut off marks and you have good chances of getting admission in govt college of west bengal.

With 402 marks it will be difficult to get admission in government medical college. As you belong to reserved category you have a chance of getting admission in private medical colleges. You will be also having fee reduction in private medical colleges. SC candidate should score 490+ to get a seat in government medical college. Always remember this is based on previous year sources, cut off will change year to year. So variations may occur. You haven't mentioned your Category, please do for a more accurate answer. 521 is a good score in need however getting college under ALL India quota will be difficult but you can try In state counselling of Andhra Pradesh.However opening and closing ranks change every year depending upon the number of candidates and number of seats available.
