If we look at the previous year' cut off (NEET 2021), a candidate of the EWS category was allotted Shantiniketan Medical College at 552 marks. This is a private medical college.
You can get a management seat in the following private colleges-
Jagannath Gupta Medical College, Kolkata- 348

Gouri Devi Medical College, Durgapur- 349

NEET is an entrance exam conducted by NTA to get admission in courses like MBBS BDS BAMS etc.
There is not any official notice for the postponement of NEET entrance exam 2022 till now. As per reports, NEET 2022 is to be held on 17 July, Sunday
Although, some protest are going on for postponement of NEET examination, You need to keep your preparation with energy.

You don't have to worry about that, state of eligibility have been taken as default from state which you have studied your 12th class.
You can participate in the counseling for the state which you have domicile when once started. It will not affect you. It has happened with lots of candidates and it's default taken by system.
For time being now you should be focused on your exam on Sunday and try to score maximum marks so that you can grab a medical seat in good college. All this can be dealt later or may NTA come with notice/information during the counseling time or they will give you opportunity to correct it after exam and before result declaration.

The Medical Counselling Committee (MCC) will conduct the counselling for NEET MDS 2022 at mcc.nic.in for qualified candidates. NEET MDS NEET MDS 2022 counselling schedule will be announced soon. The dates are not yet announced. Keep an eye on the official website or the link below for the latest information. NEET MDS counselling 2022 will be conducted for admission to 50% All India Quota (AIQ). The counselling will be held for candidates who have qualified for the NEET MDS exam.

Yes, it's completely fine if you have a black and white printout instead of a colored one. As the PDF says there are three pages on your admit card first page describes your exam center details and self-declaration.
The second one contains important instructions to be followed by NEET candidates.
The third one contains the advisory for candidates and follow-ups regarding COVID.
But we still advise you to just have a colored print too for saving you from a last-minute hustle.

According to the previous year's cut off (NEET 2021), the cut off for School of Medical Sciences, Sharda University was 502 in ROUND 1 and 493 in ROUND 2.
With a score of 400, you might not be able to get Sharda University. However, you have a good chance of getting the following private colleges in UP-
Rajshree Medical College, Bareilly
United Institute of Medical Sciences, Prayagraj
Rama Medical College, Kanpur
Heritage Institute of Medical Sciences

The NEET UG 2022 admit card will be made available by NTA on July 12. By providing their application number and date of birth, candidates can access neet.nta.nic.in to download their NEET admission cards. The NEET UG 2022 exam will be given offline in 497 Indian cities and 14 locations outside of India.
