Hi! Usually, according to the observation of previous cutoff lists, the difference between the first and the second round can go anywhere between 10-15 marks. But because this year's examination was easier in comparison with earlier neet exams, there might not be much difference between the two cutoffs. It also varies from college to college.

After a college has been allotted to you, and you lock your choice and take admission into that college, the counselling fees will be deducted from the total tuition fees.
Hence, you don't have to pay the full fees in the first year, as the counselling fees is adjusted against the tuition fees.

The allotment of seat in colleges depends both on your ranking and your priorities. If your score is enough for the colleges you have selected, then considering the factors such as reservation, you are likely to get seat in those colleges.
You cannot really say that less students apply for certain colleges. because the number of medical seats available is extrememely less compared to the number of NEET qualified candidates. So the competition is indeed very high.
