597 is quite a fair score. But let me clear up something about the EWS category is that it does not make much of a difference. Now, as for admission in Delhi, its not really possible, although you might stand a chance but not a strong one. Because the cutoff marks in Delhi colleges have not gone below 650 and the ranks haven't even crossed 1000. All ranks under 1000 have been chosen.
But as I said, In the second round you might still stand a chance if a seat vacancy is left.
Now if we consider all over India, you stand an even better chance because many colleges have cut off below your marks and that would get you admission. Check this link to check all the state wise college cutoffs:

We cannot assure that. The seats may remian vacant or they might get totally filled in first phase itself. But most of the times, some seats remain vacant after phase 1 as some students opt for some other better college or some may fail to report to the alloted college and some reasons like these.
And also if some students apply for upgradation, you may have chances of admission if that students leaves this college to join in his preferred college.

It is very difficult to predict either you will get chance for the admission in government college or not.
since every year the admission in government college differ according to the cutoff and the difficulty level of the exam and also on the total number of candidates appeared in the exam

Candidates have to register on https://www.mcc.nic.in/ for this. There will be two rounds of counselling. The process is:
Round 1 : Main Counselling Registration including payment
Exercising of choices and locking of choices
Round 1: Process of seat allotment
Round 1: Seat allotment and Reporting at the allotted Medical/Dental College against 1st Round (free entry/exit option available)
Publication of net vacant seats
Round 2: Registration & Fresh choice submission by eligible candidates (not required by already registered candidates)
Round 2: Process of Seat Allocation (exit with forfeiture of security amount option available)
Round 2: Reporting at the Medical/Dental Colleges/Institutions (Candidates once joined the allotted seats against 2nd Round are not allowed to vacate the seat)
Following the two rounds of counselling for the 15% AIQ seats, vacant seats will be transferred to respective state quota. For these seats, candidates will have to participate in the state counselling.
Central & Deemed Universities - There will be two rounds of counseling followed by one Mop Up round which will be conducted by MCC.

The Directorate General of Health Sciences (DGHS) on behalf Medical Counselling Committee (MCC) will start NEET 2020 counselling to grant admission in MBBS courses. The counselling of NEET 2020 will be conducted entirely in online mode .
MCC will begin the registration process of NEET 2020 in October. Interested candidates can check the step by step procedure to participate in counselling of NEET 2020.
Registration
Firstly, interested candidates will be required to register online at www.mcc.nic.in. A link to fill the registration form will be made available on this page as and when it is released. In this step, candidates will be required to submit their Roll number, registration number, name, mother’s name, and date of birth as printed on their NEET rank letter. For the payment , In order to successfully register and be considered eligible for the counselling process, candidates must pay a refundable and a non-refundable fee within the stipulated time period. The fee can be paid only through online medium by Credit/Debit card or internet banking. After successful registration, candidates must fill choice of course and give preferences of the college/institute they wish to get admission into. While filling the references, a list of colleges will be displayed which can be used as a reference while filling web options.
After each round of counselling, the seat allotment results will be declared. NEET counselling result, released in the form of the seat allotment list and seat allotment letter, will disclose the seat allotted to the candidates
