Yes , you can again pay for Deemed Universities in second round so there is no restrictions in that. Of course you have to choose Deemed Universities and pay the security amount of 2lakhs. With this you can appear for Deemed Universities if you do not get a seat allotted in round 1. But remember if you appear for Deemed Universities and you are offered a seat and then even if you get a seat in round 1 it would be cancelled.

The Delhi State Quota Seats will be Allotted by MCC.
You have to choose the Option of "DU Internal" and "IP University" in Online Counselling form of MCC.
If MCC allot you seat through DU Internal quota then after the Allotment you need to Register Separately with FMSC (Faculty of Medical Sciences) University of Delhi on their Website for further Admission Process.
Following Colleges are the Participant in MCC Counselling for Delhi Quota:
1. MAMC, Delhi
2. UCMS, Delhi
3. LHMC, Delhi
4. VMMC, Delhi
5. RML, Delhi
100% Seats of these Colleges will be allotted by MCC. Seats will be distributed among 15% All India Quota and 85% Delhi Quota.
For Dr BSA Medical College and NDMC Delhi, 15% Seats will be Allotted by MCC and 85% Seats will be Allotted by IP University personal Counselling. And Non Subsidized Seats of VMMC will also alloted by IP University Counselling, Visit on the website of IPU for more info.

AFMC mbbs takes a security deposit which is refundable after you complete the course duration without getting terminated or leaving the course in halfway.After getting alloted at AFMC candidates who report on the allocated date are allowed to start their admission process if at all the candidate has a strong and reasonable evidence for delay in reporting they can report the next day.But candidates failing to report loose their security fees and wont be refunded.

So this year it may be expected that Karnataka government will provide EWS reservation in medical/dental colleges in the state.

You have to register separately for AIQ and state quota counselling.First ALL India Quota seats will be filled through NEET counselling conducted by MCC .First two rounds will be of ALL india quota and you have to pay two kinds of fee one is refundable and other is non refundable for both the 2 rounds one time.If you don't want to take seat after round 1 you are eligible for round 2 without any penalty after 2 round you cannot vacant seat at any cost for this you have to pay penality if you don't want to take seat because after this there will be no round of all india quota and then after this the last round is of central universities/deemed universities to fill vacant seats which are still left.For state quoat seats(85%) & private colleges including management quota seats you have to register in a particular state by going to their website they will release separate counselling procedure on their website and counselling registration fee will be also different for this.At last you have to choose only one college either through state quota or through all india rank .

As long as you have a valid proof that you belong to OBC Category and you have a Caste certificate, you are fine. This will not be an issue. Just make sure that the document is valid. Not at all MCC has nothing to do with state counselling because MCC is only responsible for AIQ counselling not for state counselling and even state counselling is conducted by the competent authorities of that particular state.

Yes AIIMS, AFMC, JIPMER are also included in the neet counselling .
It does have deemed, central and state university's for 15% seats ( excluding j and k)
The round one registration and payment will start from October 28 and continue till November 2.
While 85% seats are reserved for state quota.
