For admissions to the 15% All India Quota seats counselling had already been started so now you can apply there for second round from 18th November there you can again register and apply for counselling.
The remaining 85% seats in government medical colleges, 100% seats of state private medical colleges will be filled by respective state authorities. Each state will have its own NEET counselling process.
For chandigarh it has started from 2nd Nov.

Rajasthan NEET counselling - 1st nov
Telangana NEET counselling - 1st nov

If you want to apply for Andhra Pradesh state NEET 2020 counselling then you must have Andhra Pradesh domicile. Telangana native student can't apply through Andhra Pradesh state counselling to get seat in medical colleges of Andhra Pradesh. If you are interested in taking admission in government medical colleges of Andhra Pradesh then you can apply through All India Counselling.
To get domicile certificate of Andhra Pradesh you must clear the following eligibility criteria:
1.Candidate must be the permanent resident of AP.
2.Candidates staying in AP from previous seven years can also apply to get domicile of AP.

Haryana NEET 2020 counselling will be conducted by Pandit Bhagwat Dayal Sharma University of Health science, Rohtak on behalf of the department of medical education and research. Haryana NEET counselling 2020 was expected to begin from fourth week of October 2020 but no official dates are announced by the state. The counselling is going to start very soon. Admissions to the government /government aided/private medical and dental college will be through the combined centralised counselling of Haryana NEET 2020.

As per last year cut off for general category in Telangana, with state rank 2545 in final merit list, you have chances to get admission in following colleges

But remember, this data is based on last year cut offs and that too in final merit list based ranks.

Yes of course you can apply for different state counselling other than your domicile but there is the condition that you cannot apply for government quota because government quota is only reserved for that particular state candidates. If you have to apply for other states then you should apply for private quota or management quota.
As you belongs to Haryana so you can apply for government quota in your state Haryana but not in Rajasthan and Gujarat.

As per your Marks-154 it is difficult to say if you will get a Government Medical Seat even if you have a state quota or something. You should have maintained a score above 550 to be on the safer side.
It is also very difficult to get into allied health sciences courses with this mark.
