please do mention category which you are asking for. Also state quota name so that we can provide you more specific answers.
In all india quota counseling last govt mbbs seat was allotted upto Air 15038 (611 marks ) for Gen category candidates. Although it was same for OBC and EWS candidates also 611 marks.
Now As your profile suggest you belong to delhi then in state quota last govt mbbs seat was allotted upto Air 6349 for Gen category candidates. where as for ews it was Air 12709 and OBC - Air 18514 in Delhi University medical colleges.
this year you may see drop in cut off marks to some extent due to toughness of question level. Although allotted last rank will be almost near it only unless there is large increase in medical seat.

YES new seats have been added in NEET 2020. around 350 new mbbs seats have been added in MAHARASHTRA GMCs which makes it around 5500 total seats. the admission is similar and the seats are in government college.
