With 545 marks, it is quite difficult to get into a government college assuming the category is general since you didn't mention it. The domicile is of Delhi and there even the cut off for sate counselling goes high for the MBBS government colleges.
However, you can definitely expect a BDS seat and the alternate medicine government seats at these marks. Please note that the cut offs change each year and are subject to many factors like the seat matrix etc.

With your marks, it is quite difficult to get a good private institute or if you can you can go for a slightly higher annual fee college within your marks. Since the cut off usually lie between 500- 570 for good ones. Howe ever, these are according to previous years and there is quite inflation of marks which is seen in this year since it depends on many factors like the seat matrix, the number of students applying and the highest marks in that particular year.

Private colleges does not take part directly in All India NEET Counselling. Only government medical colleges and Deemed Universities take part in All india NEET Counselling.There are 201 Government colleges under the NEET UG 2020 counselling all over the India.
25,840 seats are there in private colleges through state counselling process.

there is no reservation for the dependants of Ex- Defense Serviceman when it comes to All India Quota. Nonetheless each state has state has its own percentage of quota for dependants of Ex - Defense Serviceman. In this very case Bihar does have such a quota specifically for dependants of Ex- Defense Serviceman, which is approximately around 1%.

you can surely get a seat private ones. 474 is good mark and you can go for private college anywhere you want. The yearly fee in private college will be from 10 to 20 lakh and above.
