See the marks range 550-570 is very dense i.e., for 1 marks of difference the rank differs a lot. So you have moderate chances, but it can't be analyzed with only the marks. the service bond present in various states is for the mbbs graduates to serve the people of rural area for a certain period of time.
the service bond rules varies from state to state.
For example in Gujarat the service bond is not applicable for students taking admission through all india quota while it is applicable for those candidates who are taking seat through state quota.
In Uttarpradesh , service bond is applicable on all the candidates whether joining through all india quota or state quota .
you can check this by asking the seniors studying in that state or by asking the concerned authorities.

There are chances of you to get the admission , with 550 marks. But the cut off varies every year so maybe you'll get the admission because cut off depends upon various numbers of factors such as the difficulty level of exams, no of candidates, etc. But the cut off for the reserved category is comparatively low than the cut off of unreserved category.

With rank 3166, you do have chance to get government MBBS college
But please consider the fact that cutoff has been increasing every year depending upon number of seats available, number of candidates and exam difficulty.

With a rank of 235901, I assume your marks are around 355. Thus, you have no chance of getting a government medical college, even with a reservation.
