See if you haven't qualified the NEET exam by scoring atleast the prescribed cutoff scores, you aren't eligible to participate in Counselling process and take admission in MBBS,BDS and other allied courses . You need to qualify first to be eligible for BVSc . It's advised to you that you start preparing for NEET 2022 now so that you can qualify it next year and get your desired college.
Even if you want a seat through the management quota,you need to qualify in NEET first.

Yes, you can definitely choose OBC category while filling your state neet counselling form.
This is because,
For state counselling one needs to choose the category he or she belongs in that state
So even if one has chosen general category while filling the neet application form if he or she belongs to general category at all India level but he Or she can definitely choose OBC NCL category while filling the neet state counselling form if he or she belongs to OBC NCL at state level and has the obc ncl state certificate .
You can participate in counselling only if you have qualified in NEET 2021 examination
