As per the query i would say that 50% of all India quota seat, 50% state quota seat are available. There are reservation seats for General, OBC, SC,ST categories.
According to NEET PG eligibility criteria the candidates who have cleared the MBBS degree from the state of Andhra Pradesh, Telangana, and Jammu & Kashmir will not be getting seats under All India Quota.
State domicile quota wiil be increased to 85%. For students from neighboring countries you can check the official website and search if there is any information given for students from abroad. As per my knowledge there is no reserved quota. But you are not eligible for state quota.

If you have completed your 12th from National Examination Board, Nepal, you can apply for UG Courses in DU SOL
You can either find your board in the listed categories or you can select the option 'other' and mention the name of your board. Your admission will be confirmed based on the verification of your documents. Make sure your documents reflects the information you have filled in your form.

Yes you are eligible to take admission in Delhi University as you have completed your 12th from Nepal so you also be treated as foreign student.
For that you just need a valid certificates like domicile, education, VISA, etc. And after some screening you will be eligible to take admission in DU followed by entrance and cutoff.

Citizens of India, Non-resident Indians (NRIs), Persons of Indian Origin (PIOs), Overseas Citizens of India (OCIs), and foreign nationals all are eligible to give the NEET 2021 exam. Students who fulfill the required eligibility criteria of NEET and complete the application process within the stipulated date will be eligible for appearing for the medical entrance test for the 2021 session. Yes, in that case it is called "Externship". You can do your internship from other places than your college. The only requirement is that the place where you go has to be Medical Council of India recognized and authorized for pursuing Compulsory Rotatory Internship.
The process that is required for you to get a transfer for internship is as follows:
Application of No objection Certificate from home Institution.
Application of NOC from the target Institution.
Application of NOC from the Registered University
Approval by the Directorate of Medical Education
Provisional Registration Certificate in the State Medical Council provided by the parent Institution.
